The purpose of the Offensive Odor Control Act is to regulate offensive odors generated by business activities at factories and other facilities, promote odor control measures, preserve the living environment, and protect public health. The occurrence of odor complaints indicates that the living environment has been adversely affected and may constitute a violation of the Act.

However, odor control is highly complex. It requires accurately understanding the current situation, identifying the source and principal odor-causing substances, and selecting the most effective mitigation methods. Investigation & Analysis Process

The typical investigation and consulting process is outlined below.

Step 1
Assessment of the Current Situation

● On-site inspections of buildings, facility premises, and surrounding areas

● Interviews concerning manufacturing processes, wastewater treatment, exhaust gas treatment, and waste storage and handling

● Review of existing data, including previous odor surveys and environmental monitoring records conducted under relevant environmental regulations

Step 2
Proposal and Implementation of Investigations

● Based on the findings from Step 1 and existing data, we propose additional investigations necessary for developing effective odor control measures.

● Our technical team, including the consulting specialist, conducts appropriate sampling and field investigations.

Step 3
Reporting of Investigation Results and Countermeasure Proposals

● We prepare a comprehensive report that includes investigation results and recommended odor control measures, and present the findings in a review meeting.

Our objective is not simply to determine compliance with regulatory standards.

Many environmental analyses focus solely on determining whether hazardous substances comply with regulatory limits. Similarly, odor investigations often target only the 22 designated odor substances for which analytical methods and regulatory standards have been established. However, odor complaints are frequently caused by compounds outside these regulated substances, making identification considerably more challenging.

We combine advanced instrumental analysis—including thermal desorption GC/MS for comprehensive analysis of trace-level compounds and sniffing GC/MS, which enables analysts to evaluate odor characteristics directly—with various sensory evaluation techniques to accurately identify the substances responsible for offensive odors and unusual smells.

In cases where deodorization equipment is to be introduced, it is also important to identify substances that may not contribute directly to odor but could reduce equipment performance or interfere with treatment efficiency.
